Electoral literacy Club ELC 2.0

Electoral Literacy Club 2.0 (ELC 2.0) reimagines ELCs as a more structured and digitally enabled youth democratic network, driven by institutional ownership, student leadership, and continuous learning. Through engaging ELC activities and hands-on demonstration sessions, ELC 2.0 equips young citizens with a deeper understanding of democratic and electoral processes, provides first-hand exposure to the conduct of elections, and inspires informed, active participation in democracy.

Vision

To build a deeply rooted democratic culture where every young citizen understands and values the trust, transparency, and integrity embedded in India's electoral system; takes pride in the world's largest democracy and its democratic institutions; and participates enthusiastically, responsibly, and meaningfully in the democratic process, thereby strengthening the resilience of Indian democracy for generations to come

Mission

To establish and strengthen Electoral Literacy Clubs (ELCs) across schools, colleges, and universities at the State, District, Assembly Constituency (AC), and Polling Station levels as a vibrant platform for continuous electoral and democratic learning by:

  1. Promoting awareness of the trust, transparency, and integrity of India's electoral system through factual and experiential learning on the electoral process, including electoral roll preparation, polling, counting, the ECINET platform, and other initiatives of the Election Commission of India.
  2. Instilling pride in India's democratic institutions and the world's largest democracy by familiarising young citizens with the milestones, achievements, and growing global recognition of Indian elections.
  3. Developing young citizens as ambassadors of electoral awareness who inspire informed and ethical democratic participation within their families, institutions, and communities.
  4. Building a future-ready generation of informed, responsible, and engaged citizens through a nationwide network of ELCs that reaches every educational institution and, ultimately, every polling station, creating a resilient democratic ecosystem equipped to address future challenges.

ELC Working Framework

The purpose of this Working Framework is to provide a uniform institutional framework for the establishment, governance and functioning of Electoral Literacy Clubs across the country, enabling them to serve as structured platforms for democratic learning, electoral awareness, youth engagement and civic participation
